Generally Yes. See the HOA Architectural Guidelines for rules regarding shrub and flower beds. There are different rules for the front of the house vs the rear of the house, and any significant change to the existing landscape does require HOA approval.
Also, homeowner are not permitted to extend any shrub or flower bed onto HOA property.
